Osbourn's name is also found spelt Osborn. Nothing has yet been discovered about his training. Before 1910 he was a temporary officer in the PUBLIC WORKS DEPARTMENT, Pretoria, working as a draughtsman. In 1910 he was sent to Durban to help prepare plans for the conversion of the Durban Old Town Hall into a post office (NAD PWD 2958/10), and later left the PWD, remaining in Durban and working in partnership with WF BUCKLE (cf. BUCKLE & OSBOURN) between 1910 and 1915. Around 1912 he must have been resident in Pietermaritzburg as he became a Licentiate member of the RIBA there in 1912. LRIBA Pietermaritzburg 1912; ISAA 1927.
