He was born in Cape Town, the son of the late s.o.l. William BLACK. He was educated at the Diocesan College, Cape Town. He went to the UK for his architectural education where he attended the Tutorial Classes of the Architectural Association (AA). In 1932 he married Janet St Clair, daughter of William Furness Maxfield. From 1929 until 1933 he had been appointed Architectural Assistant to Her Majesty's Air Ministry, Her Majesty's Office of Works, London. From 1932 until 1933 he served as Chair of the Civil Service Flying Association. During WW2 he served with the rank of Lieutenant in the South African Air Force, in the AU, Middle East, and Union.
It would appear that after WW2 he was back in South Africa. From 1948 until 1949 he served as Chair of the Durban Civic Association. In 1950 he was Chair of the Town Planning Advisory Committee. From 1950 until 1953 he was Chair of the Housing Committee as well as Chair of the General Purposes Committee. From 1952 until 1956 he served as Councilor Representing the Harbour Advisory Board. He was in the service of the Durban City Council from 1949 until 1956. He exhibited at the National Academy; Illustration of his work was published in Journal of the SA Institute of Architects. He read papers before Greater Durban Town Planning Association, Institute of Municipal Gardeners as well as the Pietermaritzburg Technical College. He had published technical articles in both South Africa and Rhodesia (now Zimbabwe).
