He was the son of William SKINNER, the builder of the 1st Church on Church Square, and the brother of Thomas Edward SKINNER. He appears in an 1897 group photograph of the staff of the ZAR PWD. In 1898 he was a clerk, 9th grade, in the office of the ZAR PWD on a salary of £200 per year and in 1899 he was promoted to clerk, 7th grade, on a salary of £225 per year. (Information supplied by Rosa Swanepoel) He married Maria Magdalena Susanna Cronje (1879-19??) on 1898 04 26 by whom he had five children, William Thomas filmed (1899-1922), Johan Hermann's Cronje (1900-19??), Mona Debora Wilhelmina (1907-19??) and Maria Magdalena Susanna (1912-1979) Family Search.
