Born in Kroonstad, Orange Free State Province, son of Celia and Isaa Ben-Zion Blacher. Educated at Kroonstad Primary and High Schools. Studied architecture at the University of the Witwatersrand School of Architecture. He set up private practice in Kroonstad where he is recorded in 1959 and still in 1968. Here he served as director of the companies Halo Investments and Eldorado Properties. He was also consulting architect for River-Bank Development Scheme for the Kroonstad Municipality, Vierfontein High School and the Bethlehem House-Craft School Hostel. He served the Kroonstad Jewish community as member of the Kroonstad Hebrew Congregation, for which he served as Vice-President (1963-1964). He was Vice-President (1963-1964) of the Hebrew Order of David. He also served as President of the Dr JL Landau Lodge, as well as National Vice-President (OFS and Northern Cape) of the South African Junior Chamber of Commerce. By 1969 he is recorded as member of the Transvaal Institute of the address Linksfield Ridge, Johannesburg.

In 1954 he married Marcia Kaplan by whom he had two sons and a daughter.
