Heukelman was probably the son of the weaver Herman and his wife Hendrika Heukelman who, with their children, emigrated from the Netherlands to the ZAR in 1870 (Ploeger, 1989: 93). He was recorded in the Almanak of 1899 as working for the Departement van Publieke Werken of the ZAR in Pretoria as supervisor (3 class). After the South African War he joined the PUBLIC WORKS DEPARTMENT in Pretoria in 1908 as a 2nd grade draughtsman and was still working as architect in Pretoria in 1927. Submitted an entry for the Competition for the new Prime Minister's Residence - unplaced.
