The layout of a central parking access drive down the centre of the complex with narrow access walkways between the double storied units required that the local authority revise their "antiquated" bye-laws. Each unit could thus be given its own private courtyard. The finish was left in a rough-cast unpainted plaster, lending a "mellow atmosphere" (Sutton, 2015:58).
