Built by John GOODMAN (Holberman 2011:46). Although extensive plans were locally made in 1860 to extend the harbour at Mossel Bay, and while the British Colonial Government was approached for funds, they were financially stretched by the Eastern Frontier Wars, hence either unable or unwilling to comply. The local governance, undeterred, used an ordnance whereby funds could be raised through wharf duties for harbour improvements. Categorizing the lighthouse as such, they proceeded to get approval for apportioning these funds so raised for the construction of the lighthouse. The foundation stone was laid by Governor Wodehouse in 1862 while on a tour of duty to the eastern front (Williams 1993:53).
