A brutalist concrete structure which turns a utilitarian piece of urban infrastructure into a public sculpture. The conically shaped tower is 45m high, with a 4m diameter base capped in a 30m diameter 'halo' screen. The lower section houses the requisite plant for pumping the water into the reservoir located above. There is also located the spiral access to the top of the tower.
