Work on the building commenced in 1864 on the plan of Colonial Engineer Peter PATERSON. The foundation stone was laid in 1865 by Lieutenant Colonel J Bisset, acting Governor. Financial stringency caused the Government to stop work and it was only resumed in 1867. There was an opening ceremony in 1871 but it was only in 1875 that the final touches were made.
