He was a student for five years at the Exeter School of Art (1907-12) and spent 1913 studying architecture through the International Correspondence School. From 1913 to 1914 he was employed by Whippel & Wright, Woodside Park and Whetstone North (?). For a few months before the outbreak of the First World War he worked for JJS Naylor. During the war he served as a lieutenant in the First Queen's Regiment, being twice wounded. After the war he rejoined Naylor (1922). In about 1931 he came to South Africa where he was listed in the RIBA Kalenders as resident at Troy, PO Politsi, Northern Transvaal: a note in the RIBA biographical file says that Milner was 'successful in his farming undertakings'.
