Nothing is currently known of Newcombe's training. He is likely the Thomas Newcombe listed on Family Search, born in the United Kingdom, and married to Rosa Blanche Payne (18??-1944). Longland's Transvaal Directory (1904) listed a T Newcombe practising from Barnato Buildings in Johannesburg. In this year Chipkin (2008:24) records that he designed the three attached single-storey verandah houses for the middle-management of the adjacent Palace (later Rand) Steam Laundry. Thomas Newcombe registered with the Institute of South African Architects in 1927. Family Search records him as dying in Johannesburg.
