Was born in Lutterworth, England in 1867 and came to South Africa in about 1892(?). he appears to have settled first in Natal before moving to Port Elizabeth where he was in in partnership with an architect WALKER (Heroldt 1988:345) (cf WALKER & TOMLINSON) who has not currently been identified. This partnership was dissolved on Tomlinson's moving to Uitenhage in 1902. Tomlinson was a town councillor in Uitenhage and was elected Mayor of Uitenhage in 1914 where he died the same year.
