Born in Lancashire, England, christened on 6 June 1861. His father, James William Walker, was an artist (landscape painter) and art teacher. An 1881 census listed Walker as a boarder in a household in Chester St Oswald, Cheshire, and gave his occupation as Joiner Apprentice. His older brother Herbert Walker boarded in the same household, and his occupation was given as Joiner. Walker was in partnership with HJC CORDEAUX in East London in 1904 but was listed separately from Cordeaux in East London in 1906. He appears to have been in practice on his own account. In 1921 he represented East London and the Border towns at the first South African Architects' Congress and seems to have opened an office in Durban in about 1924 where he is listed until 1926. In 1926 he appears to have withdrawn from Durban since he was listed practising in East London in partnership with his son. Walker retired in 1929, resigning from the ISAA in 1941. A widower, he died aged 81 at his home "Concord", Wodin Rd, Newlands, Cape Town. His death certificate gave his profession as Architect and Civil Engineer. ISAA 1927.
