Born in Amsterdam, Netherlands (Malherbe 1959: 201) of father Dirk Jurriaan Sluijter (1811–1886) and mother Cornelia Judith Krooneman (1818–1862).

On 18 October 1898 he was appointed as draughtsman in the DPW of the ZAR in temporary capacity as replacement on the death of DI GAZAR (MINNAAR 2000: 42). On 19 October 1899 he became a naturalised subject of the ZAR (Ploeger 1989: 197).

He married Aagje Olie (1861–?) also of Amsterdam, Netherlands there on 1886 07 15 by whom he had two children, Anna Maria (1890–?) and Martha Agatha (1894–1958). He died in Sunnyside, Pretoria, Transvaal (Family Search).
