He was born in Angola, the youngest of four children an second son of Ernst Johann Meyer (1875–1954), then South African Consul to Angola, and mother Ada Hester Sophia Jacoba nee Chapman (1899–1975). Educated at Windhoek High School. Arrived in South West Africa (now Namibia) in 1953. Married Jean Steinhobel in 1954. Served as President of the Institute SWA Architects (now the Namibian Institute of Architects). In 1959 he is recorded as an absentee member of the CPIA of address PO Windhoek, South West Africa. In 1969 he is recorded as of his own account of address 501 Homes Trust Building, Pretorius Street, Pretoria, Transvaal. In his SAWW entry of 1968 he lists his interests as being listening to high fidelity recording, botany, photography and painting. He was, at the time, a member of the Windhoek Country Club, Windhoek Sports Club and Photographic Club. References ISAA. 1959.
