Was born in London; it is not known as yet where he trained. By 1927 he was working for the Public Works Department in Pretoria. Bailey regularly contributed paintings to the South African Academy [of Arts] exhibitions, the subject matter mainly Italian landscapes or townscapes. He had married in Florence. By 1935/6 was resident in Norwood, Johannesburg. He died in Benoni, having retired from the Institute of South African Architects in 1947; the Johannesburg Art Gallery has some of his work.
