Born in London, son of the sculptor CE Halsey-Turner. Studied at Lambeth and at the R.A. Schools 1895–8, where he was awarded a gold medal and travelling scholarship 1897. Worked as an assistant to Harry Bates. He executed a number of monuments to Queen Victoria, one to Edward VII, and several war memorials, notably that to the South African troops at Delville Wood, France. He died in London.
