Was born in Ireland and may have died in Australia. He arrived in Natal in April 1850, a surveyor and acquaintance of Thomas Telford and IK Brunel. He was employed by the Pietermaritzburg Board of Municipal Commissions as Town Surveyor in July 1851 and submitted plans for the proposed building for the Natal Society in 1851. He left Natal in 1853. Baker was responsible for the design of at least one building in Pietermaritzburg, the tower of the Presbyterian church in Church Street dating from 1873, of which he did not see the completion. A watercolour by Baker showing Government House (a thatched single-storey verandah building) in Pietermaritzburg is illustrated by Kearney (1973:96.)
