It is possible that Maxwell was born in South Africa. He was articled to John PARKER, Cape Town, for three years from 1 January 1900. During these three years he attended classes in architecture and building construction at the Government School of Art, Queen Victoria St. In 1905 he went to London where he studied from May 1905 until January 1906 at the day and evening continuation schools of the Architectural Association, London. He worked as an assistant in the office of Henry A Crouch from October 1906 until February 1908 and thereafter in various unnamed offices in Britain until he passed the RIBA examination in 1909. He returned to Cape Town in the same year and was elected an Associate member of the RIBA (1909) from Cape Town. Nothing more is currently known of him.
