The son of Jan Hendrick RUTGERS; he joined the PUBLIC WORKS DEPARTMENT in Pretoria before 1927, his address in 1927 being given as c/o PWD, Union Buildings in Pretoria. He was appointed architectural assistant grade 2 in 1929. In 1937 he became senior architectural assistant in the Provincial Administration. He retired in 1967 and resigned from the Institute of South African Architects in 1976. Rutgers was involved at the sketch design stage of many projects undertaken by the PWD, Pretoria. By 1959 he is registered as a salaried member of the Transvaal Provincial Administration.
