The son of Jan Hendrick RUTGERS (Family Search). He joined the PUBLIC WORKS DEPARTMENT in Pretoria before 1927, his address in 1927 being given as c/o PWD, Union Buildings in Pretoria. He was appointed architectural assistant grade 2 in 1929. Rutgers was involved at the sketch design stage of many projects undertaken by the PWD, Pretoria. In 1937 he became Senior Architectural Assistant in the TRANSVAAL PROVINCIAL ADMINISTRATION (TPA), Architectural Division. By 1959 he was registered as a salaried member of the TPIA. He retired in 1967 and resigned from the Institute of South African Architects (ISAA) in 1976.
