Lexicon Institute of South African Architects (ISAA) _____________________________________________________ At the time of the passing of the Architects' and Quantity Surveyors' Private Act, No 18 of 1927, (June 18th 1927), there existed in the Union of South Africa the following professional bodies, namely: In the Transvaal: Association of Transvaal Architects incorporated under the Architects (Private) Act No. 39 of 1909, of the then Colony of the Transvaal; In Natal: 'The Natal Institute of Architects,' incorporated under Act No. 10 of 1902 of the then Colony of Natal; In the Cape of Good Hope: 'The Cape Institute of Architects' and the Port Elizabeth Society of Architects; In the Orange Free State: an Institute of Architects. In South Africa: 'The South African Institute of Quantity Surveyors,' incorporated under Ordinance No. 56 of 1903, of the Transvaal. These respective enactments were formally repealed by the Act of 1927. The Act provided, inter alia, for the establishment and incorporation of 'The Institute of South African Architects', which comprised the four Provincial Institutes of Architects, namely: The Cape Institute of Architects; The Natal Institute of Architects; The Orange Free State Institute of Architects; The Association of Transvaal Architects; and a 'Chapter of Quantity Surveyors'. One of the main provisions of the Act of 1927 was that the titles 'Architect' and 'Quantity Surveyor' could lawfully be used only by those persons whose names appear on the Register of Architects and the Roll of Quantity Surveyors. In 1961 the Institute became a member of the International Union of Architects until the enforced termination of its membership in 1987 by that body. In 1968 the State declared its intention to rescind the Private Act of 1927 and replace it with a Public Act. In order to retain its historic and independent role and status, the Institute was insistent that it be recognised in the Public Act. Membership of an "Association of Architects" became a requirement for registration as an architect in terms of the new Act and thus it followed that the Institute of South African Architects became the accepted "Association" in terms of that Act. The Architects' Act No 35 of 1970 came into force on 1 March 1970 and had the additional effect of giving autonomy to the Association of South African Quantity Surveyors. The regulatory role of the Institute was superseded by the Architects Act 35 of 1970 which established the South Africa Council for Architects (SACA) with its own Council and Registrar. The Act however required simultaneous membership by practicing architects of both the Council and the Institute. Once it became evident that the legal requirements for membership of the Institute would be invalidated by the pending Competition Act (Act 89 of 1998), the status of the Institute converted to that of a Voluntary Association with voluntary membership. This led to the establishment of its legal successor, The South African Institute of Architects (SAIA).
