Was born in Cape Town. He was articled to R HOWDEN in Johannesburg from 1920 to 1924, and also studied at the Transvaal University College, Johannesburg. Late in 1924 he joined the PUBLIC WORKS DEPARTMENT in Pretoria where he was employed in the Architects' Department, commuting daily between Johannesburg and Pretoria until April 1927 when he left to enter into partnership with JC COOK in Johannesburg (cf COOK & COWEN). While finding his experience at the Public Works Department valuable, the restrictions on his responsiblity for a job within the Department had led him to look at private practice. In 1936 he was elected a Licentiate member of the RIBA, his papers being witnessed by John HARVEY. After Cook's death in 1955, Cowen continued the practice under the style of Cook & Cowen and was joined by his son, John COWEN. Cowen was Architectural Advisor to Sir Ian Gwynne-Evans of The Real Estate Corporation of South Africa; to IW Schlesinger and to the Rand Aid Association. He was also a past president of the Rand Pioneer's (Inc).
