It is possible that Heir was born in South Africa. He was elected a Licentiate member of the RIBA in 1912 in Johannesburg and was one of three candidates who passed the qualifying examination in architecture from the School of Mines and Technology, Johannesburg in 1918. The two other successful candidates were HW SPICER and WB Turner NEWHAM. Heir worked in Johannesburg as assistant city building surveyor and assistant city valuer. In May 1934 he left public service to set up practice on his own account. By 1939 he was living in St Michael's on Sea in Natal and registered with the Natal Provincial Institute of Architects He retired in 1954 and resigned from the Institute of South African Architects in July 1956. He appears to have died in Natal. LRIBA Jhb 1912; ISAA 1927.
