Born in Oldham, Lancashire, England, Holmes came to the Cape as a child with his family in 1858. The family lived in the Cape for twelve years, the father being a contractor and builder. In 1870 they moved to the diamond fields in Kimberley where they stayed for a year before moving on to Durban in 1872. Holmes's earliest known building appears to have been the Durban Girls' Collegiate (1877). In 1882 he submitted a design for the Durban town hall under the pseudonym 'Natalia'. He is also recorded as having taken out a licence in Durban in 1885 to work as an architect. Holmes won the competition for the design of the Ladysmith town hall in 1891 but it was not built to his designs. He was a founder member of the Natal Institute of Architects (1901) and a council member of the NIA from 1910 until 1919. He died at his home at 684 Currie Rd, Durban. PAYNE & PAYNE seem to have done a number of alterations to buildings by Holmes, when possibly taking over Holmes's practice.
