Nothing is currently known of Parr's origins and training. In 1904 he was articled to JL PEDDIE in Pretoria. He also worked in the office of JR BURG. By 1906 he was employed in J Lockwood HALL's office in Pretoria. He entered the PUBLIC WORKS DEPARTMENT in 1907 where he remained until at least 1927 when he applied for Associate membership of the RIBA, with an interruption during the First World War when he served in the Machine Gun Section of the 2nd Mounted Brigade. He registered with the ISAA in 1937 and appears to have entered private practice about this time. Only one building by him has so far been recorded. He was briefly in partnership with George Gavin LAWSON (cf LAWSON and PARR).
