Although Quail trained as an architect and surveyor, he worked only as a quantity surveyor in South Africa. He was born in Leamington Spa in England and educated at Leamington College School, after which he was articled to F Foster, Leamington Spa from 29 June 1891 for four years. In 1895 he was employed by E Salomons & S Steinthal, Manchester for over five years, leaving this office in 1900 to work for John Brooke in Manchester where he remained for about a year. He came to South Africa in 1902. He entered Herbert BAKER's office in Johannesburg, employed as a quantity surveyor and left (no date) to open his own practice as a quantity surveyor in Johannesburg. He was elected Honorary Secretary and Treasurer of the Transvaal Society of Architects in 1907. In 1919 he handed the firm to EB Farrow and left for Cape Town where he joined the well-known quantity surveyors, BABBS & LABDON.
