Was born in Port Elizabeth and educated at St Patrick's High School and at Grey College, Port Elizabeth. In January 1914 he enrolled at the Port Elizabeth School of Arts and Crafts, where he studied under F Pickford Marriott, ARCA, until 1922, already articled (January 1916) to JONES & McWILLIAMS in Port Elizabeth. He was on active service in France as member of the 4th Scottish Regiment from January 1918 to August 1919. On his return to South Africa he recommenced his articles with Jones & McWilliams. He was appointed senior assistant in this office (August 1922 to May 1923) and promoted to chief assistant in May 1923. He passed the qualifying examination in architecture in 1924 and began practice on his own account in Port Elizabeth in May 1924. He served as a member of the local committee of the Institute of Architects, Port Elizabeth and was Honorary Secretary of the local Institute from 1926. In August 1928 Eaton entered into partnership with AA TAIT, practicing as F Owen Eaton & Tait (cf OWEN EATON & TAIT). He was elected a committee member of the Eastern Province Society of Arts and Crafts in 1928 and was a representative on the Arts Advisory Committee of the Port Elizabeth Technical College of which he was a founding member.

It appears that Eaton submitted drawings for the competition in 1930 for the Colonial Mutual Life Assurance Building in Durban and for the competition for the Magistrate's Courts in Pietermaritzburg in March 1934, the month in which CHN MERRIFIELD entered into partnership with Eaton (cf OWEN EATON & MERRIFIELD), the partnership of Owen Eaton & Tait having been dissolved. According to Volpe (Modus 1 vol 2 1987:9), Eaton was concerned with four of the major buildings in Market Square in Port Elizabeth over a period of fifty years, an indication of the firm's importance in the city - the buildings were those for the United Building Society (1934), the Windsor Hotel (1940s, demolished in 1978), the Norwich Union Building (1978) and the supervision of the Colonial Mutual Life Building for HENNESSY & HENNESSY (c1934). Eaton died in Port Elizabeth.
